Implementation Plan of Food Industry Transformation and upgrading in Shandong Province

Food industry is the basic industry to ensure people's livelihood. In order to further consolidate and enhance the traditional competitive advantage of food industry in our province, this plan is formulated.

  Ⅰ、The present situation of industrial development

  (1)The scale of the industry is the first in the whole country. The province is a large province of food production, consumption and export, and has grain processing, edible vegetable oil processing, slaughtering and meat processing, aquatic product processing, fruit and vegetable processing, dairy products, instant food, baking food, canned food, seasoning and fermented products, wine making (including white spirit and beer, In the end of 2013, the whole province has 5575 enterprises in the food industry, with more than 1.2 million employees, and realizes the main business income, profit and tax and profit. The export volume is the first place in the same industry in the country. (See Table 1 and Table 2) Table 1.   (2) in key areas, industrial clusters play an obvious driving role. The main business income of food industry in Qingdao, Linyi, Yantai, Weifang, Texas, Weihai and Liaocheng is more than 100 billion yuan, accounting for 68.3% of the whole province's food industry. Taking the backbone enterprises (groups) as the leader and relying on the park, 15 characteristic industrial clusters with great influence in China have been formed. in 2013, the total main business income of the industrial clusters was about 200 billion yuan, accounting for 13% of the food industry in the province. (see table 4)

The total main business income of the five industries in 2013 reached 8797 billion yuan, accounting for 56.98% of the food industry in the whole province. (See Table 5)

  In 2013, more than 1 billion yuan of food industry enterprises, Shandong Liuhe, Linyi Jingong, Xiwang Group, Tsing Tao Beer, Bohai Industry, Xiangchi holding, Zhucheng Foreign Trade, Delis, Yantai Zhangyu, Shandong Luhua and other 10 enterprises exceeded 10 billion yuan, accounting for 15.6% of the province's food industry. Seven enterprises entered the top 500 manufacturing enterprises in China in 2013.

  (4) the level of technical equipment and the ability to innovate have been significantly improved. Since the 11th five-year Plan, the pace of technological transformation of key food industries in our province has been accelerated, R & D investment has continued to increase, and the level of technical equipment and innovation ability of enterprises have been continuously improved. At present, the technical equipment of beer, wine, starch sugar (functional sugar, alcohol) industry has reached the international advanced level, and the technical equipment of edible vegetable oil, dairy products, livestock and poultry meat products, frozen conditioning food and other industries has reached the domestic advanced level. By the end of 2013, more than 60% of the food industry enterprises in the province had technology research and development institutions, 19 enterprises were recognized as national enterprise technology centers, and 103 enterprises were recognized as provincial enterprise technology centers, accounting for 14% and 10% of the province respectively. Qilu University of Technology, Shandong Food fermentation Research and Design Institute and 8 key food enterprises have set up the "Shandong Food fermentation Industry Technology Center", which has conquered a number of key technologies that restrict the industrialization and upgrading, and has realized industrialization, and achieved good benefits.

  (6) the level of food quality and standardization has been steadily improved. From 2011 to 2013, 243 food products in the province were recognized as Shandong famous brand products, Tsing Tao Beer, Yantai Zhangyu, Delis and other 9 enterprises won the Governor's quality Award. 286 food trademarks were recognized as famous trademarks in Shandong Province, and 77 food trademarks were recognized as well-known trademarks in China. By the end of 2013, 1820 food production enterprises in the province had passed ISO22000 certification or HACCP certification, 734 enterprises had passed organic food certification, 2713 enterprises had passed green food certification, and 3303 enterprises had passed pollution-free food certification. In 2013, the qualified rate of spot inspection batches for food supervision and inspection in the province increased from 81.8 percent in 2011 to 91.6 percent. The qualified rate of physical quality increased from 93.2% in 2011 to 94.6%. 179 food enterprises were recognized as standardized good behavior enterprises, including 13 AAAA enterprises and 37 AAA enterprises. Food enterprises in our province actively participate in the formulation and revision of international standards, national standards, industry standards and local standards. At present, the internal control standards of the backbone enterprises in beer, wine, livestock and poultry products, frozen conditioning food, functional sugar and other industries have reached the international advanced level.

  Ⅱ、Major issues and gaps

  (1) the level of comprehensive utilization of raw materials is not high. Our province is a major agricultural province, grain, peanuts, vegetables, fruit, aquatic products, livestock and poultry meat and other major agricultural products in the forefront of the country, although in grain processing, livestock and poultry slaughtering processing, fruit and vegetable processing and other industries occupy a dominant position, but can not fully meet the needs of agricultural development. The processing rate of fruits and vegetables in developed countries is more than 50%, while the processing rate of fruits and vegetables in our province is less than 30%, the processing rate of vegetables is less than 20%, and the loss rate of fruits and vegetables is about 30%. At present, in addition to some leading enterprises have formed a relatively complete processing industry chain, most small and medium-sized enterprises have the problem of low comprehensive utilization rate of raw materials. For example, peanut cake, a by-product produced in peanut oil processing, is mainly used in feed, and the development and utilization are far from enough.

  (2) the level of industrial structure is on the low side. Our province food industry primary processing and low-grade products, deep finishing and high value-added products are few. The output value of deep processed food accounts for about 40% of the total output value of food industry, while that of developed countries is more than 70%. Compared with Henan, which is also a major agricultural province and a major food production province (the scale of the food industry ranks second in the country), the output value of food manufacturing in Henan Province accounted for 24% of the total output value of the food industry in 2013, while the proportion of Henan Province was only 15%, 9 percentage points worse.   (3) the brand influence of some industries is weak and the benefit is not high. Our province is a big province of food production, but not a big brand province. In the food industry of the whole province, the industrial concentration of meat products, edible vegetable oil, beer and wine is relatively high, and the brand advantage of key leading enterprises is obvious, while the brand influence of leading enterprises in liquor, dairy products, drinks, baked food, convenience food and other industries is weak. Among the top 500 most valuable brands in China released by Brand Watch in 2014, there are 80 food brands, while only 6 brands in our province (Green Beer, Changyu, Golden Gong, Lu Hua, Delis, Longda) are on the list, ranking fourth in Guangdong, Sichuan and Beijing, which is not commensurate with the status of a major province in the food industry.

  The profit margin of the main business income of agricultural and non-staple food processing industry in our province was 5.3%, which was lower than 7.9% in Henan Province, 7.3% in food manufacturing industry, 10.2% in Henan Province and 10.9% in China. The beverage and wine manufacturing industry was 8.7%, which was not only lower than 24.5% in Jiangsu and 13.4% in Sichuan, but also lower than the national average 12.6% (see Table 6). The liquor output of our province ranks second in the country, but the added value of products, brand influence and economic benefit are low, the profit per ton of wine is only 2400 yuan, compared with Guizhou (71600 yuan), Jiangsu (10700 yuan) and Sichuan (8700 yuan), the benefit gap is obvious.

In addition to Tsing Tao Beer, Yantai Zhangyu, Lu Hua, Xiwang, bowling Bao, good masters, Taixiang and other key leading enterprises in our province have strong technical research and development team and strong independent R & D innovation ability, most small and medium-sized food enterprises do not pay enough attention to talent training, science and technology investment and technology R & D application, technology innovation ability is weak, new technology, new product development is slow, and the conversion rate of scientific and technological achievements is low. The proportion of R & D investment in the main business income and the output rate of new products in the whole province are less than 1%, which is lower than the industrial average level of the whole province.

  (5) the regional industrial layout is unreasonable. Our province food industry superiority industry, the leading enterprise mainly distributes in the central east city and county, the province food industry more than 100 billion yuan 7 cities, the central east has 5, the west only Texas, Liaocheng 2. Heze, Jining, Taian, Laiwu and other cities in the west are rich in food resources, but the development of fruit and vegetable processing, livestock and poultry processing, convenient food and other industries is slow, resulting in a large number of food resources have not been effectively developed and utilized. In 2013, the total business income of the food industry in the above four cities was 141.2 billion yuan, accounting for 9.2% of the whole province's food industry.

  In addition, the food quality and safety assurance system of our province is not perfect, supervision and management still need to be strengthened.

  Ⅲ、Industry development trend

  (1) the upgrading of food consumption demand has led to the sustained growth of the food industry. Compared with developed countries, there is still a big gap in meat, dairy, sugar and other food consumption in China. With the increasing income of urban and rural residents and the gradual improvement of living standards, people's food consumption has changed from survival consumption to healthy consumption, from "eating enough, eating well" to "eating safely, eating healthily", to high quality and diversification, and has promoted the growth of total food consumption. In 2013, the per capita meat consumption in the United States was 120 kg per capita, while that in Europe was 84 kg per capita. However, the per capita of our country is 61.5 kg; The annual share of starch sugar per capita in the United States is 43 kg, that in Europe is 26 kg, while that in China is 10 kg per capita. The annual consumption of dairy products per capita in the world is more than 200 kg, while the per capita consumption in China is much lower than that in the world. Overall analysis, domestic food consumption demand still has great growth potential. From the point of view of consumption structure, the proportion of famous, excellent, special, new and deep refined foods and direct manufactured products will continue to increase, and the industries of marine food, livestock and poultry meat products, conditioning food, convenience food, beverage, dairy products, leisure food and nutrition, health food and other industries will be developed rapidly. Wheat flour and noodle products, edible vegetable oils, condiments and other popular essential foods and basic food raw materials (such as special flour, special oils, etc.), food additives and alcoholic foods will develop steadily. From the international market, our province conditioning food, surimi products, frozen and dehydrated vegetables, canned asparagus, concentrated fruit and vegetable juice and other products in the international market has a strong competitive advantage, still has a large room for growth.

 (2) Industrial layout to globalization and regional development. As the process of world economic integration is accelerated, the dependence of food raw materials and consumption on the global market is increasing, the market competition is becoming more and more intense, and the globalization and regionalization of the food industry layout become the inevitable trend. On the one hand, the international food giant relies on the brand, the capital, the resource advantage to increase the development of the Chinese market, in the dairy products, edible vegetable oil, meat, wine, beer and other key industries, gradually enhance the control of the Chinese market raw materials and the end products. In the "golden dragon fish" of Yihai Jiali, the output of "Hu Jihua" 2 brands of small-package edible oil accounts for more than 30% of the whole country, and the whole of the soybean raw materials are imported. On the other hand, China's grain and oil, Shanghai Guangming, Henan Shuanghui and our province, Qingdao Beer, Yantai Changyu and other domestic well-known food enterprises take the strategy of going out, actively participate in the internationalization, regional operation, utilize the "Two resources, two markets" to deal with the food raw materials and market volatility, And achieve good results. For example, the Shanghai Light Group carried out five acquisitions from August 2008 to May 2012, and successively held the enterprises such as the Yingmao Sugar Industry of Yunnan, the Sichuan Quanxing Wine Industry, the New Zealand New Lettlet Dairy, the Australian Martian Food Company and the British Cereal Food Co., Ltd., The Group has made great efforts to do so, and the sales of the Shanghai Light Food Group in 2013 amount to RMB 13, 139bn. Henan Shuanghui acquired the American Smithfield (the world's largest pig breeding and processing enterprise) in September 2013, and the sales of the double-exchange group in the last year exceeded 13 billion yuan. Changyu Group, in Xinjiang, Ningxia, Shaanxi, Beijing, Liaoning, etc., has built a total of 200,000 mu of grape planting base, and has built a wine processing base and a winery in the local area. From the province, the food enterprise has accelerated the construction of production base in the main production area or key market area of the raw material, the layout trend is reasonable, and the industrial concentration is further improved. For example, the grain processing industry is mainly transferred to the western wheat, the main production areas of the corn, the Jining, the Haze, the Binzhou, Liaocheng, and so on; the raw materials of the soybean edible oil mainly rely on the inlet, and continue to concentrate on the coastal areas such as Binzhou, Rizhao and Linyi; and the marine food continues to be in Weihai, Yantai and Qingdao, concentrated in the coastal areas such as sunshine and the like; the livestock and poultry processing is concentrated in the main production culture areas of the livestock and poultry, such as the Jiefang, Linzi, Liaocheng, and the like; the fruit and vegetable processing is concentrated or transferred to the areas such as Yantai, Linyi and the main production areas of the vegetable main production areas, Linyi, Jinan, Jining, and the like; and the dairy processing continues to be rich in the milk source, The market sales volume of Jinan, Zibo, Taian and other regions are concentrated. 

(3) The continuous emergence of new technologies and new processes to promote the development of the food industry. High-tech has become an important means to promote the core competitiveness of the food industry. in recent year, ultra-fine grinding, extrusion and puffing, supercritical extraction, membrane separation, ester exchange, vacuum treatment, freeze drying, instant sterilization, microcapsule technology, high-efficiency concentration fermentation technology, microwave technology, molecular distillation and other new technologies are widely applied, the rapid and accurate detection technology and the advanced information technology such as the Internet, the cloud computing, the large data and the like are continuously applied to the food industry field, the key technology and the core technology for restricting the development of the food industry are gradually solved, the food industry is promoted to extend to the deep finishing and the upstream and downstream, And the transformation of the traditional food industry to the industrialization and the informatization is realized. 

(4) Higher requirements for food safety to the development of food industry. The relationship between food safety and the health of each person has become a global basic public health problem, and is generally concerned by the countries and international organizations of the world, and has formed the reversing mechanism of the transformation and upgrading of the food industry. In the developed countries and regions, such as the United States, Japan and the European Union, the input of food safety has been continuously increased, and the perfect food safety supervision mechanism and scientific management mode are basically established. At present, our country is revising the Food Safety Law, which will set up the most strict food safety supervision system, and further improve the food supervision mechanism and constantly improve the food safety law enforcement level. The food enterprise must accelerate the construction of food safety, standardization and integrity system, implement the measures such as product tracing and recall system, and gradually set up a management system to perfect the whole process of "from farmland to dining table" (raw and auxiliary materials production, acquisition, processing, storage and transportation, sales). Improve the security and reputation of our food at home and abroad, and enhance the competitiveness.

  Ⅳ、Main development objectives

By 2017 and 2020, the transformation and upgrading of the food industry in our province will strive to achieve the following phased goals:

(1) Total target. From 2014 to 2020, the province's food industry will maintain steady development, its main business income, profits and taxes will continue to maintain a leading position in the country, and the output of edible vegetable oil, livestock and poultry meat products, marine food, beer, wine, functional sugar and other products will continue to remain the first in the country. 

(2) structural indicators. By 2017, the proportion of deeply processed foods will rise to more than 45% from about 40% in 2013. By 2020, the proportion of deeply processed food will increase to more than 50%. 

(3) Safety indicators. By 2017, the rate of ISO22000 or HACCP certification for food enterprises above scale has increased from 32.6% in 2013 to more than 40%, and the qualified rate of food supervision and inspection has increased from 94.6% in 2013 to more than 96%. By 2020, the proportion of food enterprises passing ISO22000 certification or HACCP certification will reach more than 50%, and the qualified rate of food supervision and inspection will reach more than 97%.

(4) Brand indicators. By 2017, we will cultivate more than 20 independent brand enterprises with strong influence in the country and more than 3 independent brand enterprises with certain influence in the world. By 2020, more than 25 independent brand enterprises with strong influence in the country and more than 4 independent brand enterprises with certain influence in the world will be cultivated. 

(5) indicators of industrial concentration. By 2017, there will be more than 20 industrial clusters with annual sales revenue of more than 10 billion yuan and more than 15 enterprises whose main business income is more than 10 billion yuan. By 2020, there will be more than 30 industrial clusters with annual sales revenue of more than 10 billion yuan and more than 20 enterprises with main business income of more than 10 billion yuan.

  Ⅴ、Transition and upgrade path and key tasks

  According to the new trend and characteristics of the development of food industry at home and abroad, the food industry of our province should focus on "increasing varieties, improving quality, cultivating brand", giving full play to the comparative advantage of industry, speeding up "cultivating one batch, reforming one batch, standardizing one batch, expanding one batch", and realizing industrial transformation and upgrading.

  (1)Cultivate a batch. It focuses on the cultivation of the aquatic product processing industry, the baking and the convenience of the food manufacturing industry, the livestock and poultry slaughtering and meat processing industry, the fruit and vegetable processing and the beverage manufacturing industry.

1. Aquatic product processing industry. Focus on the development of deep-finishing products such as seafood, surimi products, kelp food, canned food, marine products and the like. play the demonstration driving role of the "good at home" benchmarking brand, and firmly grasp the favorable opportunity of implementing the blue ocean economic driving strategy in our province, make full use of the advantages of the marine product resources and the processing base of our province, and enlarge the processing breadth and the deep precision of the marine products, The specific gravity of the deep finishing marine food is improved, the comprehensive utilization and utilization of the processing leftovers of the marine products such as algae and shellfish are increased, and the benefit of the marine food enterprise is improved. In order to improve the keep-alive and preservation of marine products, the preservation, transportation, processing and comprehensive utilization of marine products are improved. With the advantage of the storage and transportation, processing technology and scale of the marine products in our province, the international cooperation should be strengthened, and the seafood processing should be done, so as to build the independent brand of the export marine food and expand the export of the marine food. At the same time, the cultivation, processing and comprehensive development of fresh water and aquatic products such as lakes and large-scale reservoirs are well controlled, and the ecological and economic benefits are improved.

2. Baked and convenient food manufacturing. The emphasis is on the development of the cookie, the biscuit, the fruit and vegetable biscuit, the egg-milk biscuit and the Chinese and western pastry. Aiming at the famous brands such as the French "Danone" and the Fujian "Dalli" and the like, the technical innovation is increased, the product quality and the grade are continuously improved, and novel baking foods such as nutrition and health care are vigorously developed according to the needs of the elderly, children and special people. In order to improve the quality of the traditional flavor, improve the level of the technical equipment and improve the production capacity and the benefit. The convenient food manufacturing industry has the advantages that the main food, the quick-frozen surface food, the quick-frozen conditioning food, the instant food, the leisure food, the tourist food, the food distribution and the like are convenient for food, and the novel convenient food for eating, safety, convenience and nutrition is developed, And is convenient to need. The refrigeration and conditioning food industry plays a leading role in the brand benchmarking such as "Taoxiang", to provide benefits to innovation and management, to consolidate the Japanese and Korean frozen conditioning food market, and to vigorously develop other international markets.

3. Livestock and poultry slaughtering and meat processing industry. Focus on the development of livestock and poultry products such as pigs, cattle, chickens and ducks, and improve the specific gravity of the cold and fresh meat and the low-temperature meat products, the meat and poultry conditioning food and the cooked meat products. The cold fresh meat is developed to the small package and the fine division direction, and the cooked meat product is developed to the multi-varieties, the series, the nutrition, the easy to store and the edible convenient direction. aiming at the famous brands such as Henan "double-sink", "Jin Li" and the like, playing the comparative advantage of the industry of the province, strengthening the construction of the standardized breeding base, promoting the popularization and application of the advanced technologies such as slaughtering and dizziness, vacuum exsanguination, high-efficiency hair removal, rapid cooling and fine segmentation, and the like, and improving the mechanization of the enterprise, The level of automation and inspection and quarantine, the strengthening of the cold chain transport of livestock and poultry products, the construction of storage and distribution capacity, the strict control of the inspection and approval of fixed-point slaughtering, market access and production and operation, and the safety of the meat and food. To speed up the development of chain management, to construct the urban and rural marketing network, to facilitate the consumption of urban and rural residents. The international registration of export enterprises is encouraged, and foreign markets such as Japan and the European Union are expanded. The comprehensive utilization of the by-product of the livestock and poultry slaughtering and processing and the effective treatment of the waste and the waste water are effectively solved, and the enterprise benefit and the energy-saving and water-saving and emission-reduction level can be improved.

4. Fruit and vegetable processing and beverage manufacturing. Corn processing focuses on developing high-value-added and high-efficiency products such as modified starch, edible sugar(alcohol), organic acid and biological fermentation products. Aiming at famous brands such as``Xiwang'' , ``Fufeng'' , ``Diamond Hua'' , ``Changchun'' and``Dacheng'' '' , give full play to the advantages of deep corn processing in the industrial level, scale, benefit, industrial chain and technical equipment level in our province, and increase the key technologies of deep processing, research and application of core technologies, further improve the competitiveness, market share and comprehensive utilization level of corn processing. Backbone enterprises are encouraged to merge and reorganize across regions and build production bases in wheat and corn main production areas, expand production capacity, and improve industrial concentration and enterprise benefits. Strictly control the new or expansion projects of primary processing of wheat, corn and other bulk grain to eliminate backward production capacity.

2. Edible vegetable oil processing industry. We will focus on the development of peanut oil, soybean oil, corn oil, blending oil, etc., and actively develop walnut oil, sunflower seed oil, grape seed oil, wheat embryo oil and special edible oil. Aiming at famous brands such as``Golden Dragon Fish'' and China Food Co., Ltd. in Yihai Jiali and China Food Co., Ltd., giving full play to the comparative advantages of regional resources of peanut, corn germ(corn processing byproduct)and processing of vegetable oil processing, increasing innovation, improving brand value, moderately expanding production capacity, increasing the proportion of refined oil, special oil and small packaging products, and expanding the market outside the province. We will make full use of the advantages of soybean cake and peanut cake resources in our province to develop high-value-added products such as soybean concentrated protein, tissue protein, special isolated protein, protein-active peptide and soybean modified protein, protein powder, protein-active peptide, oligosaccharide, edible fiber, and other high-added products to expand the development and utilization field of peanut meal and improve the reasonable utilization level. Properly control the total production scale of edible vegetable oil, strictly control the new or expansion projects, eliminate the backward production capacity and reasonably adjust the industrial layout. We will encourage key leading enterprises to go out of the province and set up production bases in the main production area of edible oil raw materials, and strive to create first-class domestic brands.

  (3.)Standard batch. Focus on the development of dairy products manufacturing industry, alcohol manufacturing industry.

1. Dairy industry. We will focus on the development of pasteurized milk, sterilized milk, fermented milk and formula milk powder, whole fat milk powder, skim milk powder, active development of infant milk powder, skim milk powder, whey powder, milk protein, middle-aged and elderly milk powder and milk powder needed by special groups. Aiming at famous brands such as "Nestl é" in Switzerland, "Danone" in France and "Ili" in Inner Mongolia, we should strengthen the construction of milk source base, speed up the transformation from "low input, low output, low benefit" extensive feeding mode to "high input, high output, high benefit" intensive feeding mode, and take the road of ecological and efficient development of breeding. Support backbone enterprises through product innovation, expand scale, improve efficiency, enhance brand awareness, strive to create first-class enterprises in China.
2. Liquor manufacturing. Focus on the development of liquor, beer, wine, appropriate expansion of rice wine production, active development of fruit wine and nutritional health wine suitable for market demand. Liquor industry focuses on the development of sesame flavor, Luzhou-flavor and other pure grain solid-state fermentation of high quality liquor and high performance-price ratio of "folk wine." Aiming at the famous brands of domestic liquor industry, such as "Wuliangye" in Sichuan and "Yanghe" in Jiangsu Province, we should strengthen the basic research of liquor technology, innovate the flavor fusion, improve the product quality and grade, create two series brands with Shandong characteristics, such as sesame flavor type and low Luzhou flavor type, and develop a new type of liquor suitable for the diversification of market demand. Support the adoption of advanced technology, technology and equipment, speed up the technological transformation of enterprises, gradually change the traditional manual operation mode, further improve the level of mechanization and information, reduce labor intensity and improve production efficiency. Properly control the total liquor production, strictly implement the liquor industry access policy, eliminate backward production capacity, increase merger and reorganization, improve industrial concentration. The key leading enterprises play a leading role in technology, management, marketing innovation and so on, strive to create well-known brands in China, and improve the market share outside the province.

  Beer industry focuses on expanding the production scale of fresh beer and pure draft beer, and developing characteristic beer. Adopt advanced technical equipment to improve the flavor stability and freshness of beer. Support Tsing Tao Beer to implement the international development strategy, speed up the pace of merger and reorganization and overseas layout, and further enhance the competitiveness and share of the domestic and foreign markets.

  The wine industry focuses on the construction of raw material base, vigorously promotes large-scale, mechanized operation and "self-supporting base contract base" model, to ensure the quality and supply of wine grape raw materials. Focus on the development of whole juice fermented dry middle and high grade wine, winery wine, actively develop new varieties of special wine, and implement the development idea of high, medium and low coordinated promotion. Support Zhangyu Group on the basis of consolidating the dominant position of domestic wine, take effective measures to build a world-class grape planting demonstration area and wine, tourism and cultural industrial chain. Encourage and other backbone enterprises to develop characteristic, high-grade ecotourism wineries, promote grape planting, processing, tourism consumption integration. Key enterprises with conditions are encouraged to build production bases (wineries) in the main producing areas of wine grapes abroad, so as to further improve industrial concentration and market competitiveness, and expand the market outside the province.

  (4)We will expand a number of people. We will speed up the development of key food enterprises and key industrial clusters (processing bases).

Aquatic products processing industry focuses on the development and growth of Taixiang, Jinglu Fisheries, Dongfang Ocean, Yilufa, Meijia, Shidao Guangxin and other backbone enterprises, Weihai, Yantai, Qingdao, Rizhao Marine Aquatic products and Weishan Lake, Dongping Lake Freshwater products processing and other industrial clusters. Baking and convenience food manufacturing industry focus on the development of green food, green aid, Dingfu and Taixiang, Huifa, Jia Expo, Qin Lao Tai and other backbone enterprises, Yishui baked food and Rongcheng, Zhucheng and other frozen conditioning food industry cluster. 

Livestock slaughtering and meat processing industry focus on the development of golden gong, Zhucheng foreign trade, Delis, Longda food, Fengxiang, Jiulian, Shandong Liuhe and other backbone enterprises, Zhucheng, Linyi, Yanggu and other livestock and poultry meat processing industry clusters. Fruit and vegetable processing and beverage manufacturing industry focus on the development of Andely, Zhonglu, Juxinyuan, Wanfu, Huaguang, Anqiu foreign trade and other key export enterprises, Yanwei fruit and vegetable juice, Cao County asparagus, Pingyi fruit and vegetable cans, Jinxiang garlic processing, Linyi dry vegetables and Weifang (Anqiu, Shouguang) vegetable processing industry clusters. Grain processing industry focuses on the development of wheat flour, corn deep processing backbone enterprises and processing bases. Wheat processing focuses on the development of Mintian, developed, hemispheric, Lisheng, Yongle, Taiyu, kite and other backbone enterprises and Jining, Heze, Texas, Liaocheng and other major wheat processing bases. Corn deep processing focus on the development of Xiwang, bowling treasure, Futian, Luzhou, rhombos, snowflakes and other backbone enterprises and Zou Ping, Yucheng, Yishui, Jining and other corn deep processing bases. Edible vegetable oil processing industry focuses on the development and growth of Xiwang, Luhua, Samsung, Bohai Sea, Longda, Changsheng, Xiangchi and other backbone enterprises, Xiwang corn oil, Luhua peanut oil continue to maintain a leading position in the country. 

Focus on Zouping corn oil, Laiyang peanut oil, Boxing and Rizhao soybean oil processing base. Dairy industry focus on the development and growth of benefits, Shengyuan, Jiabao, Aot and other backbone enterprises. The wine manufacturing industry focuses on the development and growth of Jingzhi, Tianjing, Taishan, Gu Beichun, Lanling, Baotu Spring, Corolla, Kong House, Jingyang Gang and other liquor enterprises, Tsing Tao Beer, Klitzer and other beer enterprises, Zhang Yu, Weilong, Great Wall, East China and other wine enterprises.

  Ⅵ. Safeguards

(1) to establish an industry data information base and an operational monitoring system. Establish the food industry data information platform managed by the industry association, summarize and publish industry statistics, industrial policies, appeal suggestions and other industry information resources. Improve the food industry operation monitoring system, timely grasp the industry dynamics, do a good job of food industry transformation and upgrading policy guidance and information services. 

(2) improve the food safety and security system. We will strictly implement laws and regulations such as the Food Safety Law, innovate and improve food safety supervision mechanisms, strengthen food safety supervision and management, and severely crack down on illegal acts such as the manufacture and sale of fake and shoddy foods. Support qualified food professional testing institutions and food enterprises to create a national public testing platform to improve the ability and level of industry inspection and testing. Implement the main responsibility of food safety, establish and improve the food safety management system, integrity system, early warning mechanism and traceability, recall system, support enterprises to jointly establish industry self-discipline and restraint mechanism. 

(3) to establish a technical alliance for the food industry. Enterprises are the main body of scientific and technological innovation, scientific research institutes, colleges and universities are technological backing and support. Under the guidance of market, we should speed up the construction of food industry technology alliance composed of scientific research institutes, colleges and universities and enterprises, and form a technological innovation system combining industry, university and research organically. According to the needs of the development of the food industry, the development strategy, development direction and key tasks of the food industry technology alliance are determined, the common and key technologies of the food industry are jointly developed, the popularization and application of scientific and technological achievements are accelerated, the technological progress of the food industry in the whole province is promoted, and the industrial technical level and competitiveness are improved. Enterprises in the province, multinational corporations and international R & D institutions are encouraged to form technology coalitions to complement each other's resources and enhance their technological innovation capabilities. 

(4) to create a policy environment to promote the healthy development of the food industry. Improve the infrastructure and service system, promote the food industry to gather to the park, promote the development of food clustering. Cultivate a number of raw material production bases to adapt to the development of food industry, promote the construction of food raw materials base to specialization, scale, standardization and safety. Encourage and support food enterprises to build their own, joint construction or professional cooperatives to establish raw material production and supply base. Give full play to the guiding role of fiscal and taxation policies, give financial support to public welfare fields such as food industry technical alliance, cleaner production, comprehensive utilization, public service platform (industry information, technology alliance, product testing, statistics and operation monitoring), and increase subsidies for the introduction, research and development, breeding and promotion of improved varieties for planting and breeding food raw materials. According to regulations, the comprehensive utilization of food processing by-products and wastes shall be reduced and waived in taxes and fees. 

(5) give full play to the role of food industry associations. The food industry association should give full play to its professional advantages, serve the enterprises well in the aspects of planning, consultation and evaluation, information release, industry self-discipline and so on, and serve as a good staff officer for the government. The provincial food industry association participates in the implementation of the program, as well as the medium and final evaluation, does a good job in the construction and management of the industry data information base and the monitoring and analysis of the industry operation, and assists the relevant government departments in the construction of the food safety and integrity system of the enterprise.
